While the government has earmarked £760 million from the public services transformation fund for SEND reform – most of it landing in 2026–27 – this funding is already counted within the core schools budget. With rising numbers of pupils requiring SEND support and mounting high-needs deficits, experts warn that mainstream schools may face a real-terms funding freeze per pupil. As Luke Sibieta of the Institute for Fiscal Studies notes, even with this investment, “the best schools could hope for is a real-terms freeze.” The Department for Education has acknowledged that this £760 million is only part of the wider SEND investment, but without additional ringfenced funding, schools will be left balancing reform costs against already stretched budgets.
